RECOMMENDATION:
I recommend that the City Council of the City of Port Arthur award a bid in the amount of $116,302 to
ROMCO Equipment Company of Houston Texas, the second low bidder, for one (1) motor grader for the
Public Works Department-Street Division. Funds for the purchase of the unit were budgeted in the FY 2002
Equipment Replacement Fund 625, Account No. 625-1801-531.93-03
BACKGROUND:
the new motor grader is a replacement for a 1990 model Champion unit, Equipment No. 778. Sbecifications
were developed and advertisement for bids were published on December 23, 2001 and December 30, 2001
Mth eight (8) bid packets being picked up or mailed out.
Bids were received on January 16, 2002, with three (3) bids being opened and read aloud therea~er. A
:luotation was also sought from the Houston-Galveston Area Council at, er the bids were opened and it was
received on February 25, 2002. The bids and quotation are as follows:

Of A-Tex's five (5) exceptions to the specifications, two (2) were critical (dealing with warranty service
procedures), two (2) were of concern as to the operating mechanism of the blade, and one (1) was
acceptable.
ROMCO took no exceptions to the specifications.

0fMustang's fifteen (15) exceptions to the specifications, two (2) were critical (no two-way radio included
in bid and operation of the blade), two (2) were of concern (wall thickness on final drive housing and short
:ab height), and eleven (11) were acceptable.
The Public Works staffand Equipment Services staff'has met to review the bids and the exceptions to the
specifications, and have determined that the best value to the City is the bid from ROMCO Equipmen!
Company on the basis of no exceptions to the specifications, better warranty and proven performance of the
Volvo/Champion brand being supplied. We are recommending the bid for the basic unit at $116,302 withoul
cab air conditioning. It should be noted also that the City's fleet of motor graders in the recent past has bee~
comprised of Champions, and both the operators and mechanics are familiar with them.
BUDGET/FISCAL EFFECT:
Funds for the purchase of the new motor grader were approved by the City Council for the FY 2002 budgel
inthe amount of $160,000 in the Equipment Replacement Fund 625, Account No. 625-1801-531.93-03. The
additional cost of the second low bid from over the low bid by A-Tex can be accommodated within the
budgeted funds.
