RECOMMENDATION: Approval is recommended for P. R. 11649 which accepts the "Loan Star L~branes" d~rect a~d grant for Port Arthur Public Library from the Texas State Library in the amount of $6,881 and approves a spending plan for the grant. BACKGROUND: This is the first of what is anticipated to be annual direct grants to all public libraries in Texas. Funded through the Texas State Library, these grants ara distributed according to: A. The population served by each library; and B. The library's willingness to serve persons outside its taxing boundaries. This measure has three subdivisions: 1. Those libraries that serve all State residents under the same guidelines as residents of the taxing jurisdiction (meaning service to all State residents without a fee); 2. Those libraries that adopt the 'q'exShare Card" program, which allows limited access by non-residents whose home libraries also participate in this reciprocal lending program across the State (but still charge non-resident fees to all others). 3. Those libraries that charge non-resident fees and decline to participate in the 'q'exShare Card" program. The fees collected from non-resident borrowers have annually run in the $4,000 to $5,000 range. The loss of revenue in eliminating the non-resident borrower fee would not be offset by the grant increment given for its elimination. However the impact of joining the 'q'exShare Card" program is expected to be relatively Iow. Thus we have opted to join this reciprocal program for the current grant year and will evaluate it before the next grant cycle. BUDGETARY/FISCAL EFFECT: Monies funded under this grant can be used at the discretion of the local library under a plan that must be submitted to the State Library. The only items excluded are construction or major building renovation. The spending plan approved by the Library Advisory Board for your consideration is appended to P. R. 1'1649 as Exhibit "A". STAFFING/EMPLOYEE EFFECT: None. SUMMARY: Approval is recommended that P. R. 11649 be approved accepting the "Loan Star Libraries" grant for Port Arthur Public Library in the amount of $6,881 and to approve the spending plan previously reviewed and recommended by the Port Arthur Public Library Advisory Board. WHEREAS the State of Texas, through the Texas State Library and Archives Commission, has approved a grant of $6,881 for direct aid to Port Arthur Public Library; and WHEREAS the State Libr',u7 requires a plan for spending the grant (plan attached as Exhibit 'A"); NOW, THEREFORE, BE 1T RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: THAT the plan for spending the "Loan Star Libraries" direct aid grant (attached as Exhibit "A') is approved for submission to the Texas State Library and Archives Commission and that such grant is acknowledged and approved for receipt; and THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council. ATTEST: City Secretary APPROVED FOR ADMINISTRATION City Manager APPROVED AS TO FORM: City Attorney Exhibit "A" I Proposed Resolution 11649 (01/30/02) PORT ARTHUR PUBLIC LIBRARY RECOMMENDATION TO CITY COUNCIL ON USE OF LOAN STAR LIBRARIES GRANT AWARD Reviewed and approved for recommendation to City Coundl by the Port Arthur Public Library Advisory Board on January 23, 2002. Port Arthur Public Library received approval for a direct aid grant from the Texas StYe Library in the amount of $6,881 as a result of recent funding of this initiative by the legislature. This money can be used for virtually anything except building construction or major renovation. Port Arthur Public Library proposes use of this grant as follows: A. Up to 75% of the monies in the direct aid grant ($5,160) will be used for shelving, pdmadly to improve access to new materials and the talking book collection. B. The balance of the grant not used for shelving (about $1,720) will be used to assist with outreach programs such as: Provision of some Large Pdnt materials and/or magazine subscriptions for the Senior Citizens Center and J. B. Matthews Center. This would include some new material possibly supplemented by location of some titles transferred from the Library's current collection of Large PdnL 2. Purchase of some additional Spanish language materials (pdnt and/or video) to expand and improve the Library's Spanish language collection.
