RECOMMENDATION: The Police Department recommends that the City Council approve the contract bid of Texas Code Blue L.L.C. of Beaumont, Texas for Providing ballistic body armor (bulletproof vests) to the Police Department on a per unit basis. The contract is for one year with the City having an option for renewal for two years past the first year. The cost per unit is $427.58, with a projected purchase of (14) units per year for a projected yearly total of $5986.12. The only other bidder, Lone Star Uniforms Inc. of Houston, Texas bid $785.00 per unit with a projected purchase of (14) units per year for a projected yearly total of $10,990.00. For this reason, the bid tendered by Texas Code Blue L.L.C. of Beaumont, Texas appears to be the best and lowest bid. BACKGROUND: The Police Department provides a ballistic vest to each officer of the Department when they are hired as police officers. Also, the Department is required by contract with the Port Arthur Police Association to replace these vests at 5 year intervals. Based on the current staffing and replacement schedule, the Police Department anticipates purchasing about (14) units per year. BUDGET/FISCAL EFFECT: Funds for this contract are provided for in Account #001-1101-521.26-00 (Department Uniform and Cleaning) and were approved in the last budget process.
