RESOLUTION NO.
A RESOLUTION ESTABLISHING A COVENANT OF
PATIENCE AND UNDERSTANDING FOR THE YEAR 2002
(REQUESTED BY COUNCILMEMBER BOWERS)
WHEREAS, Councilmembers signed the attached covenant attached hereto as Exhibit "A";
WHEREAS, Councilmembers are again encouraged to sign a similar covenant for the year
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Councilmembers are encouraged to sign the covenant attached
hereto as Exhibit "B'.
Section 3. That a copy of the caption &this Resolution be spread upon the Minutes of the
City Council.
READ, ADOPTED AND APPROVED on this day of ~ A.D., 2002, at
a Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following vote:

PORT ARTHUR CITY COUNCIL
COVENANT FOR THE YEAR 2000
WHEREAS, the Mayor and City Council Members are elected and empowered to
represent Port Arthur's multi cultured and diverse citizens living in this community; and
WHEREAS, the Mayor and Port Arthur City Conncil wish to exercise their
responsibility to this community and to establish by example and leadership a growing and
favorable relationship with the City Manager, City Secretary, City Attorney and Municipal
Court Jndge and all other city employees for the express purpose of serving the citizens of Port
Arthur better;
WHEREAS, it is clearly recognized that each Council Member is expected to represent
those citizens which reside in that member's district and may from time to time not agO'ce with
or conform to the majority of the City Council;
NOW THEREFORE be it resolved that the Mayor and City Council Members hereby
agree to exercise an increasing level of patience, understanding and constraint with the views,
opinions and remarks of each other while conducting the business of the City of Port Arthur in
the public meetings, hearings, and work sessions; and
THAT WE, THE MAYOR AND CITY COUNCIL, renew our efforts to work in
harmony and good will for the benefit of the citizens of Port Arthur, Texas.

COVENANT FOR THE YEAR 2002
