Recommendation
Presented for Cour~cil Consideration and Approval is Proposed Ordinance'5247, which
amends the 2001-2002 Capital Improvements Fund Budget.
Background
This Budget Ordinance addresses two issues.
On March 5, 2002, the City of Port Arthur will issue $17 million in Certificates of
Obligation. At the time the Budget was prepared, we had planned this issue to be
in the amount of $15 million, $13 million for water projects and $2 million for
other Capital Improvements Fund projects. Since that time, other projects came
up that were deemed important enough to include funding in the issue, and the
issue was increased to $17 million. These projects included the purchase of the
landfill property, the local match on the Boardwalk extension, and the relocation
of water lines in connection the Highway 365 widening project. The funding was
included in the CO issue, and this ordinance with appropriate the project funds in
the CIP.
The Jefferson County Parks Board has nearly completed the Pleasure Island Golf
Course. The Pleasure Island Commission has requested assistance in a funding
shortfall of $300,000. A loan for this purpose has been proposed (see P.R. 11691
on this agenda).
Budgetary Effect
The funds for the Golf Course Project will be provided from available fund balance in the
capital improvements fund. The funds for the other supplementary capital projects are
being provided by the proceeds of the Certificates of Obligation.

ORDINANCE NO.
AN APPROPRIATION ORDINANCE AMENDING THE
BUDGET FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 2001 AND ENDING SEPTEMBER 30, 2002
WHEREAS, in accordance with Article XII, Section 9, of the City Charter, the City Council
may make emergency appropriations from time to time; and
WHEREAS, the City Council may make budget amendments for emergencies under Section
102.009 and for Municipal purposes under Section 102.010 Local Government Code.
WHEREAS, on September 4, 2001 the City Council approved and adopted Ordinance 01-29
which appropriated the 2001-2002 budget, and
WHEREAS, the City Council has determined that it is the best interest of the City of Port Arthur
to assist the Pleasure Island Commission in the financing of the Pleasure Island Golf Course project in
the amount of $300,000, and
WHEREAS, the City Council has authorized the issuance of Certificates of Obligation to fund
$2 million for projects in addition to those included in the original budget ordinance, and
WHEREAS, the new projects include the pumhase of the land utilized as the City of Port Arthur
Municipal Landfill in the amount of $500,000, the Boardwalk Extension Project in the amount of
$500,000, and an increase in the Highway 365 Widening Project in the amount $1,000,000.
WHEREAS, this amendment is necessary for municipal purposes and to meet unusual and
unforeseen emergency conditions as delineated in Section 102.009 (c) Local Government Code.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
Section 1. That the Budget of the Capital Improvement Fund of City be increased to fund the
following new projects:
Landfill Purchase $ 500,000
Boardwalk Extension, Phase III 500,000
Highway 365 Widening, II 1,000,000
Pleasure Island Golf Course Project 300,000
Total
$ 2,300,000
Section 2. That Section 17 of the Budget Ordinance 01-28 be amended to read:
That there be and is hereby appropriated the sum of Seven Million, Two Hundred Seventy Five
Thousand, Three Hundred Seventy One Dollars ($7,275,371) to the Capital Improvements Fund for the
following projects:

Section 5. That pursuant to Section 102.009 Local Government Code, a copy of the amendment
shall be attached by the City Secretary to the original budget and shall be filed with the County Clerks of
Orange and Jefferson Counties.
