HomeMy WebLinkAboutMINUTES 07/31/2015 SPECIAL MEETING SPECIAL MEETING — July 31, 2015 I. INVOCATION, PLEDGE & ROLL CALL Councilmember Frank gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Friday, July 31, 2015 at 9:00 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Deloris "Bobbie" Prince; Councilmembers Raymond Scott, Jr., Morris Albright, III., Stephen A. Mosely, Willie "Bae" Lewis, Jr. and Osman Swati; City Manager Brian McDougal; City Secretary Sherri Bellard and City Attorney Valecia Tizeno. Mayor Pro Tem Kaprina Frank joined the Special Meeting at 10:10 a.m. Councilmember Tiffany Hamilton joined the Special Meeting at 10:15 a.m. Councilmember Derrick Freeman was absent from the Special Meeting. II. COFFEE/RECEPTION — 9:00 A.M. III. CITY COUNCIL DISCUSSION — 9:30 A.M. Discussion of the following topics: (1) Methods Of Covering/Responding Faster/Quicker To Citizens' Complaints More Effectively (2) Overview Of Responsibilities Of City Council And The City Manager/City Charter (3) Open Meetings Act Discussion was held regarding the above-mentioned topics. IV. PLANNING RETREAT DISCUSSION The City Council will conduct an informal Planning Retreat for the purpose of identifying long-term and short-term goals or objectives prior to completing the annual budget process. The retreat is designed to define a broad mission for the City Council and generate priorities for city staff. Intended participants in the retreat will include the Mayor, City Council, and senior staff. No decisions will be made. While preferences may be stated and consensus built around concepts and ideas, no formal voting will occur and no binding action taken. Potential topics that are likely to be addressed include: • Customer Service as applied to citizens & Constituents • Demographics & Population • Budgeting & Finance • Downtown Revitalization • Transportation & Roads • Pleasure Island • Utilities & Capital Improvement Plan (CIP) • Parks & Recreation • Housing • Solid Waste Attorney Alan J. Bojorquez lead the discussion regarding the above- mentioned retreat discussion. IV. ADJOURNMENT Upon the motion by Mayor Pro Tern Frank, seconded by Councilmember Hamilton and carried unanimously, the City Council adjourned their Special Meeting at 4:36 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
