I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Hamilton gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Thursday, August
18, 2015 at 4:04 p.m. in the City Council Chamber, City Hall, with the following
members present: Mayor Deloris "Bobbie" Prince; Mayor Pro Tem Kaprina Frank;
Councilmembers Raymond Scott, Jr., Tiffany Hamilton, Morris Albright, III, Stephen A.
Mosely, Willie "Bae" Lewis, Jr., Osman Swati and Derrick Freeman; City Manager Brian
McDougal, City Secretary Sherri Bellard and City Attorney Valecia Tizeno.
II. APPROVAL OF AGENDA
Upon the motion of Mayor Pro Tern Frank, seconded by Councilmember Freeman and
carried unanimously, the agenda was approved.
Closed Meeting:
(1) Section 551.071 Government Code — Consultation With The
City Attorney Regarding The City's Legal Obligations
Required By Article XI, Section 11 Of The Texas
Constitution And Article II, Section 4 Of The Charter Of The
City Of Port Arthur
(2) Section 551.071 Government Code — Consultation With The
City Attorney Regarding Employment Law Issues And
Employee Severance Agreements
The City Council recessed their meeting at 4:07 p.m. to meet in Executive Session to
consider the above-mentioned topics, and reconvened their meeting at 5:03 p.m. with
the following members present: Mayor Prince; Mayor Pro Tern Frank; Councilmembers
Scott, Hamilton, Albright, Mosely, Lewis, Swati and Freeman; City Manager McDougal;
City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Blanton.
Motion In Open Session
Motion To Authorize The City Manager To Execute A Severance
Agreement With Albert Thigpen In The Amount Of $25,649.46
And With Colleen Russell In The Amount Of $22,697.34
The motion was made by Councilmember Freeman and seconded by Councilmember
Hamilton that the above-mentioned motion be approved:
The following roll call vote was taken on the motion to approve the above-mentioned
motion:
Councilmember Albright "Yes"
Mayor Pro Tern Frank "Yes"
Councilmember Freeman "Yes"
Councilmember Hamilton "Yes"
Councilmember Lewis "Yes"

The Motion was approved.
IV. ADJOURNMENT
Upon the motion by Mayor Pro Tern Frank, seconded by Councilmember Hamilton and
carried unanimously, the City Council adjourned their Special Meeting at 5:05 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
