RECOMMENDATION:
We recommend that the City Council oftbe City of Port Arthur award the bid for one (1) 84" Padded Drur~
Vibratory Roller with a 7500-hour/5-year extended warranty in the amount of $77,452 to R.B. Everett &
Company of Houston, Texas for the Public Works Department-Street Division. Funds are available in the
FY 2002 Equipment Replacement Fund No. 625, Account No. 625-1801-531.93 -03.
BACKGROUND:
l~he new unit is a replacement for City Equipment #814, a 1988 BoMag vibratory roller which was purchased
'used. The unit has been recently deadlined as a result of a hydraulic motor failure and moving #814's diesel
engine to our 1990 model BoMag roller which suffered an engine failure. #814 will be auctioned off.
Advertisement for bids on new equipment, with an alternate for little-used equipment, were published on
February 3, 2002 and February 10, 2002, and fourteen (14) bid packets were mailed out or picked up. Eight
(8) bids were received on February 20, 2003, and opened thereafter. The bids are as follows:

Vibrator/Roller
The Public Works staff and Equipment Services staff have reviewed the bids, for both new and used
equipment. The Street Superintendent examined the used unit offered by Waukesha-Pearce and maintenance
records were obtained. When we were informed that the unit was a 2000 model, we felt the price was high
~.ven though the maintenance records indicated few problems with the unit. We have deten'nined that the bid
fi.om R.B. Everett & Company for the new vibratory roller is the best value for the City. We also feel it is
in the City's best interest to secure the 7500-hour/5-year extended warranty on the full machine.
BUDGETARY/FISCAL EFFECT:
Funds are available for the piece of equipment in the FY 2002 Equipment Replacement Fund No. 625,
AccountNo. 625-1801-531.93-03. Fundsinthe amount orS110,000 were budgeted fur the vibratory roller.
EMPLOYEE/FISCAL EFFECT:
The new vibratory roller will allow the Street base crews to continue a high production rate on street
reconstruction projects.
SUMMARY:
We recommend that the City Council of the City of Port Arthur award the bid for one (1) 84" Padded Drum
Vibratory Roller with a 7500-hour/5-year extended warranty in the amount of $77,452 to R.B. Everett &
Eompany of Houston, Texas for the Public Works Department-Street Division. Funds are available in the
FY 2002 Equipment Replacement Fund No. 625, Account No. 625-1801-531.93-03.
