WORKSTATIONS/SOFTWARECITY OF PORT ARTHUR, TEXAS MAYOR AND CITY COUNCIL COMMUNICATIONS IDate: 3/11/02 Reference No. Subject Computer/Software Purchase Page 1 of 2 RECOMMENDATION: It is recommended that the City Council approve the purchase of two. workstations and Juvenile Tracking software for the Police Department Juvenile Section in the amount of $8,000.00 from MKY Enterprise of Port Arthur, Texas. BACKGROUND: The Port Arthur Police Department presently has no system in place to expeditiously track criminal offenses or other actions of juveniles who are contacted by Port Arthur police officers. Not all contacts are referred to the Jefferson County Juvenile Probation Office, as not all actions by juveniles fit the criteria for a referral (runaway, curfew violation, traffic tickets, etc.). Annually, approximately 1,500 juvenile contacts are made by Port Arthur police officers (municipal court records, UCR statistics, and PAPD statistics). The Juvenile Accountability Incentive Block Grant Fund (JAIBGF) will enable the Port Arthur Police Department to purchase computer equipment, including software, and to hire personnel to perform data entry of all juvenile contacts made by Port Arthur police officers. This will be a valuable tool for Port Arthur officers to have in keeping track of juvenile offenders/contacts. The Police Department applied for and was approved for a grant through the State for a grant specifically designed to track this information. After researching possible vendors for this type of software, only one company from Sherman, Texas had this type of software. After numerous attempts to contact this vendor, they ~vere unresponsive. Frank Yong with MKY Enterprise and portarthur.com Center was approached with this project and he and his development team are creating the software that will meet the department's specific needs. A breakdown of the costs involved is as follows: Two (2) Pentium 4 1.6Ghz Workstations with 40 gig Hard Drive, 256 Ram, Network Card, CCDRW, Floppy, Speaker, Mouse, Keyboard 19" Monitor Win XP Professional, Win XP Office ~ $2,500 per workstation, totaling $5,000.00 Juvenile Tracking Software totaling $3,000.00 TOTAL $8,000.00 Workstation Bids were also received fi.om the following: Dell Computers Compaq Hewlet-Packard $2,761.27ea. $3,453.00ea. $2,628.99ea. $5,522.54 $6,906.00 $5,257.98 STAFF/EMPLOYEE EFFECT: The Grant also allows for $21,000.00 for a temporapy staff person for entering the data gathered by the Department's contacts with juveniles. This will not affect current staffing levels.
