RECOMMENDATION:
I recommend that the City Council adopt Proposed Resolution #11697 authorizing the
City Manager to make application to the U.S.Department of Housing and Urban
Development for the funds offered in the amount of $1,901,000. An additional
$16,000 will be reprogrammed from project #105-1431-552.59-00 C27133 Care
Community Homes and $20,541 from project #105-1431-552.59-00 C27140, giving a
total funds $1,937,541 for 2002 (28th Year) Community Development Block Grant
projects.
BACKGROUND:
The City will submit to the United States Department of Housing and Urban
Development (HUD) the 2002 (28a~ Year) Community Development Block Grant
Projects for a grant of $1,901,000 in Community Development Block Grant Funds
(CDBG).
BUDGETARY/FISCAL IMPACT:
Funding source will be Community Development Block Grant funds.
STAFFING/EMPLOYEE EFFECT:
Funding will not have an effect on our staffing level.
SUMMARY:
I recommend that the City Council adopt Proposed Resolution #11697 authorizing the
City Manager to approve the City's Community Development Block Grant Program.
The City Council will need to decide as to the Block Grant Requests that it wishes to
authorize. Attached is the alternative plan. Please decide on one selection to use as
Exhibit "A" to attach to the Resolution.

RESOLUTION NUMBER
A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPROVE
THE CITY'S 2002 COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM IN THE AMOUNT OF $1,901,000 THAT WILL BE
SUBMITTED TO THE UNITED STATES DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT. AN ADDITIONAL $16,000 WILL BE
REPROGRAMMED FROM PROJECT//105-1431-552.59-00 C27133 CARE
COMMUNITY HOMES AND $20,541 FROM 105-1431-552.59-00 C27140
GIVING,A TOTAL FUNDS AVAILABLE $1,937,541, TO FUND ELIGIBLE
CDBG ACTIVITIES.
WHEREAS, pursuant to the Housing and Urban Development Act of
1974, as amended, Public Law 93-383, the City will submit to the United States
Department of Housing and Urban Development (HUD) the 2002 (28~ Year)
Community Development Block Grant Projects for a grant of $1,901,000 in
Community Development Block Grant Funds (CDBG); and,
WHEREAS, an additional $16,000 will be transferred from project
//105-1431-552.59-00; C27133 Care Community Homes, and $20,541 from C27140, to
fund eligible CDBG activities; and,
WHEREAS, the 2002 (28~h Year) Community Development Block Grant
projects will be included in the one-year Consolidated Action Plan for the year 2002
that will be submitted to the United States Department of Housing and Urban
Development; and,
WHEREAS, citizens have been given an opportunity to express their
ideas as to projects which should be included in the 2002 Community Development
Block Grant Program; and,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT the proposed Community Development Block Grant activities as
described in Exhibit "A" for the program year 2002 is hereby approved and adopted by
the City Council of the City of Port Arthur to assure compliance with the Housing and
Urban Development Act of 1974, as amended, Public Law 93-383; and,
THAT said Community Development Block Grant activities refer to a
grant to be made by the United States Department of Housing and Urban Development
for a Community Development Block Grant of One Million Nine Hundred One
Thousand ($1,901,000); and,
THAT transfers will be made from project #105-1431-552.59-00;
C27133 and C27140 as to raise funds available to $1,937,541; and,
THAT the Community Development Block Grant activities hereto
attached as Exhibit 'A' will be included in the Consolidated Action Plan; and,
THAT the City Manager is hereby authorized to make application to the
U.S. Department of Housing and Urban Development for the funds offered.
THAT a copy of the caption of this Resolution be spread upon the
minutes of the City Council.
