COMMENT
RECOMMENDATION:
We recommend the City Council authorize the City Manager and the Fire Chief to make application to
the Federal Emergency Management Agency for the Assistance to Firefighters Grant Program in the
amount up to $750,000. The Grant application will be submitted before April 1, 2002 using the Intemet
application process to the Federal Emergency Management Agency in Emrmtsburg, Maryland.
BACKGROUND:
On March 1, 2002 a complete application package and funding of $360 million was made available to all
fire departments for the Assistance to the Firefighters Grant Program managed by the Federal Emergency
Management Agency. The Fire Department will apply for the Emergency Medical Service Program to
up-grade the existing Basic Life Support First Responder Program to Advanced Life Support. The grant
will require a 30% match to funds requested for cities over 50,000 in population.
BUDGETARY/FISCAL IMPACT:
Budget a contingency fund for the 30% match.
STAFFING/EMPLOYEE IMPACT:
None.
SUMMARY:

RESOLUTION NUMBER
A RESOLUTION AUTHORIZING THE CITY MANAGER AND THE FIRE
CHIEF TO MAKE APPLICATION TO THE FEDERAL EMERGENCY
MANAGEMENT AGENCY FOR THE ASSISTANCE TO F]REFIGHTERS
GRANT PROGRAM IN THE AMOUNT UP TO $750,OOO. THE GRANT
APPLICATION WILL BE SUBMITTED BEFORE APRIL 1, 2002 TO THE
FEDERAL EMERGENCY MANAGEMENT AGENCY IN EMMITSBURG,
MARYLAND.
WHEREAS, the Federal Emergency Management Agency's United States Fire
Administration has $360 million available to improve the safety and health of the
nation's fire service and the communities they serve; and,
WHEREAS, the City will submit to the Federal Emergency Management
Agency (FEMA) Assistance to Firefighters Grant Program an application for grant
funds for the Emergency Medical Services category of the grant in an amount not
more than $750,000 as prescribed by the rules of the grant; and,
WHEREAS, the Assistance to Firefighters Grant Program will include one (1)
program submitted by the Fire Department as allowed by the grant to include the
Emergency Medical Service program to up-grade the existing Basic Life Support First
Responder program to Advanced Life Support; and,
WHEREAS, the grant provides for a 30% match to funds requested for cities
over 50,000 in population not to exceed $750,000 to any one entity; and,
WHEREAS, the application requires Standard Form-424, General Questions,
Category Specific Questions, a Narrative, and completion of the application on the
Interact for submittal to FEMA by APRIL 1, 2002 Deadline; Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the City Manager and the Fire Chief is hereby authorized to make
application to the Federal Emergency Management Agency for the funds up to
$750,000.
THAT a copy of the caption of this Resolution be spread upon the minutes of
the City Council.
