INVOCATION, PLEDGE & ROLL CALL Councilmember Scott gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Monday, November 16, 2015 at 10:30 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Deloris "Bobbie" Prince; Councilmembers Raymond Scott, Jr; City Manager Brian McDougal; City Secretary Sherri Bellard and City Attorney Valecia Tizeno. Mayor Pro Tern Kaprina Frank; Councilmembers Tiffany Hamilton, Morris Albright, III., Stephen A. Mosely, Willie "Bae" Lewis, Jr., Osman Swati and Derrick Freeman were absent from the Special Meeting. The City Attorney made the following statement for the record: We are here today to canvass the Special Election results that were held on November 3, 2015. The procedure for the local canvass is set forth in Section 67.004 of the Texas Election Code, and that code provision states that the procedure for a local canvass only requires that two members of the canvassing authority constitutes a quorum. For the purposes of canvassing under Chapter 67 of the Election Code we have a quorum of two members. IV. ITEMS REQUIRING INDIVIDUAL ACTION A. Ordinances (1) P.O. 6497 — An Ordinance Canvassing And Declaring The Results Of The Special Election Held On November 3, 2015 For The Purpose Of Filling A Vacancy In City Council Position 7 And Ordering A Runoff Election For December 15, 2015, And Providing For Publication Of The Election Order UNA ORDENANZA DE ESCRUTINIO DE LAS DEVOLUCIONES Y DECLARANDO LOS RESULTADOS DE LA ELECCION SPECIAL LLEVADA EL 03 DE NOVIEMBRE 2015 CON EL PROPUSITO DE OCUPAR UNA VACANCIA EN EL CONSEJO DE POSICION 7 Y ORDENANDO UNA SEGUNDA VUELTA ELECTORAL PARA EL 15 DE DICIEMBRE 2015, Y PROPORCIOANDO LA PUBLICACION DE LA ORDEN DE ELECCION The City Manager introduced the above-mentioned Proposed Ordinance. The motion was made by Councilmember Scott and seconded by Mayor Prince that Proposed Ordinance No. 6497 be adopted. Councilmember Lewis joined the Special Meeting. The following roll call vote was taken on the vote was taken on the motion to adopt Proposed Ordinance No. 6497: Councilmember Lewis "Yes" Councilmember Scott "Yes" Mayor Prince "Yes" Proposed Ordinance No. 6497 was adopted becoming Ordinance No. 15-54. The caption of Ordinance No. 15-54 reads as follows: ORDINANCE NO. 15-54 AN ORDINANCE CANVASSING AND DECLARING THE RESULTS OF THE SPECIAL ELECTION HELD ON NOVEMBER 3, 2015 FOR THE PURPOSE OF FILLING A VACANCY IN CITY COUNCIL POSITION 7 AND ORDERING A RUNOFF ELECTION FOR DECEMBER 15, 2015, AND PROVIDING FOR PUBLICATION OF THE ELECTION ORDER UNA ORDENANZA DE ESCRUTINIO DE LAS DEVOLUCIONES Y DECLARANDO LOS RESULTADOS DE LA ELECCION SPECIAL LLEVADA EL 03 DE NOVIEMBRE 2015 CON EL PROPOSITO DE OCUPAR UNA VACANCIA EN EL CONSEJO DE POSICIUN 7 Y ORDENANDO UNA SEGUNDA VUELTA ELECTORAL PARA EL 15 DE DICIEMBRE 2015, Y PROPORCIOANDO LA PUBLICACION DE LA ORDEN DE ELECCION V. ADJOURNMENT Upon the motion by Councilmember Scott, seconded by Mayor Prince and carried over the dissenting vote of Councilmember Lewis, the City Council adjourned their Special Meeting at 10:35 a.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
