INVOCATION, PLEDGE & ROLL CALL Councilmember Scott gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Joint Special Session on Tuesday, November 17, 2015 at 5:40 p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Deloris "Bobbie" Prince; Councilmembers Raymond Scott, Jr., Tiffany Hamilton, Stephen Mosely, Willie "Bae" Lewis, Jr., and Osman Swati; City Manager Brian McDougal; City Secretary Sherri Bellard and City Attorney Valecia Tizeno. Councilmember Morris Albright, III., joined the Joint Special Meeting at 5:42 p.m. Mayor Pro Tern Kaprina Frank was absent from the Joint Special Meeting. Councilmember Derrick Freeman was absent from the Joint Special Meeting. The following Economic Development Corporation Directors were present: President Pat Holmes; Vice President Carol Womack; Directors Harold Doucet, Sr., Eli Roberts, Langston Adams, Richard Wycoff, Warren Pena and Ingrid Holmes. Secretary Christy DeRouen was absent from the Joint Special Meeting. II. DISCUSSION (1) Discussion Regarding A Potential Proposition Regarding The Imposition Of A Street Maintenance Tax EDC Attorney Guy Goodson and EDC Executive Director Floyd Batiste appeared before the City Council to answer inquiries regarding the above-mentioned street maintenance tax. (2) Discussion Regarding A Potential Position Regarding The Use Of 4B Funds For Affordable Housing EDC Attorney Guy Goodson and EDC Executive Director Floyd Batiste appeared before the City Council to answer inquiries regarding the above-mentioned affordable housing. Housing Loan Specialist Kim Redmond appeared before the City Council to answer inquiries regarding affordable housing. III. ITEM REQUIRING INDIVIDUAL ACTION (1) P.R. No. 19203 - A Resolution Approving The City Of Port Arthur Section 4A Economic Development Corporation Engaging In A $1,000,000 Conditional Grant/Loan And A $1,000,000 Loan Agreement For The Purpose Of Student Housing In Conjunction With Lamar State College Port Arthur Pursuant To H.B. 2473 The Mayor introduced the above-mentioned Proposed Resolution. The motion was made by Councilmember Hamilton and seconded by Councilmember Lewis that Proposed Resolution No. 19203 be adopted. The following roll call vote was taken on the vote was taken on the motion to adopt Proposed Resolution No. 19203: Councilmember Albright "Yes" Councilmember Hamilton "Yes" Councilmember Lewis "Yes" Councilmember Mosely "Yes" Councilmember Scott "Yes" Councilmember Swati "Yes" Mayor Prince "Yes" Proposed Resolution No. 19203 was adopted becoming Ordinance No. 15-411. The caption of Resolution No. 15-411 reads as follows: RESOLUTION NO. 15-411 A RESOLUTION APPROVING THE CITY OF PORT ARTHUR SECTION 4A ECONOMIC DEVELOPMENT CORPORATION ENGAGING IN A $1,000,000 CONDITIONAL GRANT/LOAN AND A $1,000,000 LOAN AGREEMENT FOR THE PURPOSE OF STUDENT HOUSING IN CONJUNCTION WITH LAMAR STATE COLLEGE PORT ARTHUR PURSUANT TO H.B. 2473 V. ADJOURNMENT Upon the motion by Councilmember Hamilton, seconded by Councilmember Scott and carried, the City Council adjourned their Special Meeting at 7:07 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
