Date: October 23, 2015 To: Brian McDougal, City Manager From: Jimmie Johnson, Ph.D., Director of Utility Operations RE: Proposed Resolution No. 19204 Nature of the Request: The City awarded a Hurricane Recovery Grant administered by the Texas General Land Office for the Water Storage Standpipe is located on 61St Street at the cross street of Garnet Ave. Arceneaux Wilson & Cole has submitted Change order No. 1 for a time extension of 146 days, due to weather and material delays, to a new contract completion date of March 20, 2016. StaffAnalysis, Considerations: Existing staff will monitor the contractor's performance. Recommendation: I recommend that the City Council approve Proposed Resolution No. 19204 authorizing the City Manager to execute Change Order No. 1 to the contract between the City of Port Arthur and BDS Constructors LLC. dba MK Constructors, of Vidor, Texas and GLO for time extension of 146 days, due to delays in the project. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 1 TO THE CONTRACT FOR THE WATER STORAGE STANDPIPE ON 61ST STREET WITH BDS CONSTRUCTORS, DBA MK CONSTRUCTORS, OF VIDOR, TEXAS, AND GLO FOR TIME EXTENSION OF 146 DAYS, DUE TO DELAYS, TO A NEW CONTRACT TERM OF 511 CALENDAR DAYS WITH A NEW CONTRACT COMPLETION DATE OF MARCH 20, 2016. PROJECT NO. I22SPW, 1/1201-532.59-00. WHEREAS, the Texas General Land Office (GLO) has approved funding for the construction of the Water Storage Standpipe on 61St Street; and, WHEREAS, pursuant to Resolution Number 14-390, BDS Constructors LLC, dba MK Constructors of Vidor, Texas was awarded the contract for the Water Storage Stand Pipe on 61st street; WHEREAS, during the course of the work, Arceneaux Wilson & Cole Consulting Engineers, LLC determined that a time extension of 146 days was needed for weather and material delays; and, WHEREAS, the engineer recommends proposed Change Order No. 1, attached as Exhibit "A", to accomplish this work; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to execute, on behalf of the City of Port Arthur, Change order No. 1 (attached as Exhibit "A") between the City of Port Arthur and BDS Constructors LLC, dba MK Constructors and TGLO Change Order No. 1 (attached as Exhibit "B") increasing the total contract time by 146 days due to weather and material delays; and, P.R.
