AN ORDINANCE AMENDING SECTION 2-75 (a) OF THE
CODE OF ORDINANCES AS IT PERTAINS TO PERSONS
ADDRESSING COUNCIL BY ADDING A SUBSECTION THAT
ADDRESSES PRESENTATIONS (REQUESTED BY
COUNCILMEMBER SWATI)
WHEREAS, Councilmember Swati has requested that the City
Council of the -City of Port Arthur amend Section 2-75 (a) as it
pertains to persons addressing Council by adding a subsection that
addresses presentations, as delineated in Exhibit "A" attached
hereto.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1 . That the facts and opinions in the preamble are
true and correct .
Section 2 . That the Code of Ordinances, City of Port
Arthur, Texas, is hereby amended by adding a subsection that
addresses presentations, as delineated in Exhibit "A" attached
hereto.
Section 3 . That a copy of the caption of this Ordinance be
spread upon the Minutes of the City Council .
Section 4 . That the ordinance shall be effective
immediately.

Sec. 2-75. - Rules of decorum.
(a) Persons addressing council.
(1) Recognition by presiding officer. No person shall address the
council without first being recognized by the presiding officer.
(2) Presentations before the City Council
In order to expedite matters and to avoid repetitious presentations,
whenever any group of persons wishes to address the council on
the same subject matter, it shall be proper for the presiding officer
to request that a spokesman be chosen by the group to address the
council and, in case additional matters are to be presented by any
other member of such group, to limit the number of such persons
addressing the council to one (1) additional speaker. The total
time permitted for the full presentation is twenty (20) minutes.
In the event a presentation is being given by a named individual,
the Spokesperson must provide the City Secretary with written
notice of the names of all persons that will be participating in the
presentation. No one will be allowed to participate in the
presentation before the city council, unless written notice has
been provided to the City Secretary for inclusion on the agenda.
The City Secretary should be provided with such notice not later
than 5:00 p.m. on the Thursday prior to the scheduled Council
meeting. The total time permitted for the full presentation is
twenty (20) minutes.
