BACKGROUND:
The Historical Landmark Commission is being asked to consider granting a Certificate of
Appropriateness for the new construction of student housing units (dorms) for Lamar State College -
Port Arthur. The dorms will be located at 1550 Lakeshore Drive, Port Arthur, Jefferson County, Texas
(legally described as Lamar Port Arthur Dorms, Phase I, 2.204 (Called 2.203) Acres of Land out of
Lakeshore Park) (see attached Exhibit "A").
Currently there are no general design guidelines established for the historic district(s) in the City of Port
Arthur. However, The Secretary of the Interior has developed ten (10) basic standards that "...pertain to
historic buildings of all materials, construction types, sizes, and occupancy and encompass... related new
construction. The standards are to be to specific rehabilitation projects in a reasonable manner, taking
into consideration economic and technical feasibility" (see attached Exhibit "B").
On Monday, December 7, 2015, two (2) notices were mailed to adjacent property owners within a 200
ft. radius. The case was published in the Port Arthur Newspaper on Sunday, December 6, 2015; more
than ten (10) days prior to this public hearing.

Lamar State College -Port Arthur Student Housing Written Description
The property at 1550 Lakeshore Drive, Port Arthur, Jefferson County, Texas 77640 is 2.203
(called 2.2000) acres of land part of the Lakeshore Park, City of Port Arthur, Volume 1, Page 50,
Map Records, Jefferson County, Texas. The property is situated between the Carl Parker Center
and Woodrow Wilson School. The property is owned by Lamar Status College -Port Arthur.
Currently the site is vacant of any structures. There is an old concrete tennis court on the
southeast corner of the property. Along Lakeshore Drive there is a 30 foot wide City of Port
Arthur utility easement. Within this easement there are two sewer manholes and a telephone
communication pole. On the southwest side of the property, which runs from Lakeshore Drive to
the seawall along Woodrow Wilson School is a 25 foot G.S.U. easement.
Lamar State College -Port Arthur and Seahawk Landing, LLC is proposing to build a 37 unit, 101
bed student housing development. This development will consist of one building that will
include a club house. The club house will have offices, a lobby, guard station, computer lab;
study room, lounge with a kitchen, and a laundry facility. There will be one Resident Assistants
unit with the remaining 36 units designated for students. Each unit has a living area, and full
kitchen. There are units that have two bedrooms and one bathroom, and other units that have four
bedrooms and two bathrooms. Other amenities that will be on-site are a half -court basketball
court, sand volleyball court, splash pad, barbeque grills and picnic tables. There will be parking
on-site and overflow parking will be allowed on an adjacent site at the Carl Parker Center.

The Secretary of the Interior's Standards for
Rehabilitation
The Standards (Department of Interior regulations, 36 CFR 67) pertain to
historic buildings of all materials, construction types, sizes, and occupancy
and encompass the exterior and the interior, related landscape features
and the building's site and environment as well as attached, adjacent, or
related new construction. The Standards are to be applied to specific
rehabilitation projects in a reasonable manner, taking into consideration
economic and technical feasibility.
1. A property shall be used for its historic purpose or be placed in a
new use that requires minimal change to the defining characteristics
of the building and its site and environment.
"t 2. The historic character of a property shall be retained and
preserved. The removal of historic materials or alteration of features and spaces that characterize
a property shall be avoided.
3. Each property shall be recognized as a physical record of its time, place, and use. Changes
that create a false sense of historical development, such as adding conjectural features or
architectural elements from other buildings, shall not be undertaken.
4. Most properties change over time; those changes that have acquired historic significance in
their own right shall be retained and preserved.
5. Distinctive features, finishes, and construction techniques or examples of craftsmanship that
characterize a property shall be preserved.
6. Deteriorated historic features shall be repaired rather than replaced. Where the severity of
deterioration requires replacement of a distinctive feature, the new feature shall match the old in
design, color, texture, and other visual qualities and, where possible, materials. Replacement of
missing features shall be substantiated by documentary, physical, or pictorial evidence.
7. Chemical or physical treatments, such as sandblasting, that cause damage to historic materials
shall not be used. The surface cleaning of structures, if appropriate, shall be undertaken using
the gentlest means possible.
8. Significant archeological resources affected by a project shall be protected and preserved. If
such resources must be disturbed, mitigation measures shall be undertaken.
9. New additions, exterior alterations, or related new construction shall not destroy historic
materials that characterize the property. The new work shall be differentiated from the old and
shall be compatible with the massing, size, scale, and architectural features to protect the historic
integrity of the property and its environment.
10. New additions and adjacent or related new construction shall be undertaken in such a manner
that if removed in the future, the essential form and integrity of the historic property and its
environment would be unimpaired.
