HomeMy WebLinkAboutPO 6498: CITY OF PORT ARTHUR, TEXAS, BY ADDING VETERANS DAYS AS A PAID HOLIDAY City of r t r t INTEROFFICE MEMORANDUM Office of the City Manager Date: January 8, 2016 To: Mayor and Council From: Brian McDougal, City Manager RE: Veterans Day Holiday Nature of the request: A request was made by Mayor, Deloris "Bobbie" Prince to have an agenda item requesting Council approval to add Veterans Day to the list of observed holidays. Staff Analysis, Considerations: Currently the City of Port Arthur observes 9 (Nine) holidays. If approved this would add one day to the list for a total of 10. Beaumont: observes Veterans Day and has 11 paid holidays, including a floater; Groves: does not observe Veterans Day and has 8 paid holidays; Nederland: does not observe Veterans Day and has 11 paid holidays; Port Neches: does not observe Veterans Day and has 10 paid holidays; Recommendation: City Staff does not have an opinion on the observance of Veterans Day. Budget Considerations: One day payroll for the City of Port Arthur is approximately$130,000.00. It should be noted however, that there certainly is the matter of lost productivity if the day is added to the already approved 9 holidays. Water treatment, Sewer treatment. Police and Fire are around the clock operations and the cost to provide the additional holiday is very difficult to determine. However, the quantifiable cost over and above the daily aforementioned payroll figures is approximately $14.000.00. Please see the attached correspondence between these department heads and the City Manager. Fire Department personnel do not receive premium pay for working holidays. Each year, each Firefighter working in suppression accrues 10 days that can be scheduled anytime that does not create overtime. Additionally any Firefighter that has accumulated 20 or more holidays may (in December of each year) request payment (regular rate of pay) for up to 5 holidays. This year there were 25 firefighter requesting paid days. When Firefighters separate from the City they are paid for all accumulated holidays. Up to 3 holidays are assigned at the end of vacations to keep the firefighters from returning in the middle of a shift. Every effort is made to only schedule holidays when it will not cause overtime, but since they can be scheduled up to 45 days in advance, sometimes the schedule will change due to injury or illness and create a vacancy. To put a dollar amount on adding an additional holiday I would estimate the following: Average cost of a 12 hour shift (average of all ranks) is $285. The cost of one sold back holiday per person for 25 people x $285 = $7,125. "Remember we are here to serve the Citizens of Port Arthur" P.O. Clerical and Secretarial Staff: There should not be any expense for these employees if an additional holiday is created. Detectives: There should be no additional expense for these employees if an additional • holiday is created. Vacations are scheduled in advance and Holidays are included. No replacement cost would be involved with the creation of an additional holiday. Patrol Officers: The creation of an additional holiday for these employees may generate additional costs. It is almost impossible to determine how much. Patrol Officers select vacations in advance and vacations are scheduled so as to not create overtime. Holidays are included in the vacation selection. Replacement overtime would occur if there was minimum staffing and a sick call was received or there was some other shortage created. It is almost impossible to estimate the cost as it could be zero or five hours overtime each time it occurred. TCO: This group of employee selects vacation in advance as do patrol officers so as to not create overtime. The addition of another holiday would not generate overtime unless the same situation as patrol occurred. However,with current staffing levels the creation of an additional holiday would create 22 occurrences of 8 hours overtime at an estimated cost per hour of 21.2234 per hour. AN ORDINANCE AMENDING CHAPTER 78 (PERSONNEL), DIVISION V (ATTENDANCE AND LEAVE), SECTION 78-184(a) (HOLIDAYS) OF THE CODE OF ORDINANCES OF THE CITY OF PORT ARTHUR, TEXAS, BY ADDING VETERANS DAY AS A PAID HOLIDAY WHEREAS, the City Council desires to amend the Code of Ordinances of the City of Port Arthur to add Veterans Day as a paid holiday. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That Section 78-184(a) of the Code of Ordinances is herein amended as follows: "Sec. 78-184. - Holidays. (a) The following holidays shall be declared official paid holidays for probationary and regular city employees: New Year's Day, Martin Luther King Day, Good Friday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, the day after Thanksgiving, and Christmas Day." Section 3. That a copy of the caption of this Ordinance be spread upon the Minutes of the City Council. Section 4.
