INTEROFFICE MEMORANDUM
WATER UTILITIES DEPARTMENT-ADMINISTRATION
Date: January 5, 2016
To: Brian McDougal, City Manager
From: Jimmie Johnson, Ph.D., Director of Water Utilities
RE: Proposed Ordinance No. 6514
Nature of the Request:
Staff is requesting City Council amend Chapter 86, Section 79 (c) and (d) of the Code of
Ordinances giving authority to the City Manager to negotiate landfill rates.
Staff Analysis, Considerations:
Landfill revenues have been in decline over the past few years. Currently, there is no ability
to negotiate these rates with commercial or/and contractor waste haulers. Approval of this
amendment will allow the City Manager to negotiate rates in order to compete in the area
landfill market.
Recommendation:
Staff recommends that the City Council adopt Proposed Ordinance No. 6514, which authorizes
the City Manager to negotiate landfill rates with area waste haulers.
Budget Considerations:
Adoption of this Ordinance amendment will provide the City with opportunities to increase
revenue at the Landfill. The potential increase in revenue is anticipated to have a very minimal
impact on expenses.
