Director of Public Works P.R. #11704 April 3, 2002 RECOMMENDATION: I recommend that the City Council approve Proposed Resolution #11704 authorizing the second year of the existing three (3) year contract with A.M.F. Materials and Transport, Inc., of Port Arthur, Texas, for wood grinding services, at a unit cost of $0.65 per cubic yard to grind approximately 90,000 cubic yards per year of green waste, for an approximate yearly cost of $58,500.00. Funds are available in the FY 2002 Public Works- Solid Waste Division Budget, Account No. 403-1274-533.59-00. BACKGROUND: A.M.F. Materials and Transport was utilized by the City on an emergency basis at the landfill to grind green waste generated by the January 13, 1997, ice storm. Since the operation was done at an attractive unit cost and it produced a product usable at the landfill for daily cover, roads, pads, etc., we decided to take bids for a yearly contract to see if a continued, large scale grinding operation would be cost effective and beneficial · to the City, when compared to the current practice of partial grinding/partial burial of green waste: The current three (3) year contract, renewable yearly by City Council action, was awarded to A.M.F. in April, 2001, on the basis of Bid Option D to grind material using the City's tub grinder and leave material on site, with contractor supplying all other handling equipment, labor and supplies was bid on by A.M.F. Materials, Inc. at a unit cost of $0.65 per cubic yard. The rate of $0.65 per cubic yard represents a 0% increase over the first year's cost of the contract. AMF has agreed to the extension as noted in the attached letter BUDGETARY/FISCAL EFFECT: Funds for this operation are available in the FY 2002 Public Works-Solid Waste Division budget, Account No. 403-1274-533.59-00. Materials & Transport, do hereby agree to a one (1) year extension to the Woodgrinding Services Contract executed on April 17, 2001, beginning May 1, 2001, between A.M.F. Materials & Transport, and the City of Port Arthur, and that this extension of said contract shall be for the annual sum of $58,000.00. Starting date of the contract extension shall be May 1, 2002. MATERIALS AND TRANSPORT, INC., OF PORT ARTHUR, TEXAS, FOR WOOD GRINDING SERVICES, AT A UNIT COST OF $0.65 PER CUBIC YARD TO GRIND APPROXIMATELY 90,000 CUBIC YARDS PER YEAR OF GREEN WASTE, FOR AN APPROXIMATE YEARLY COST OF $58,600.00, THIS BEING THE SECOND YEAR OF THE CONTRACT. FUNDS ARE AVAILABLE IN THE FY 2002 PUBLIC WORKS-SOLID WASTE DIVISION BUDGET, ACCOUNT NO. 403-1274-533.59-00. WHEREAS, the contract for wood grinding services was awarded to A.M.F. Materials and Transport, Inc., of Port Arthur, Texas by Resolution No. 01-102 on April 17, 2001 in the approximate amount of $58,500 per year; said contract being renewable by City Council action for up to an additional two (2) years; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Council of the City of Port Arthur hereby authorizes the second year of the existing three-year contract, as provided for in the terms of the current contract, between the City of Port Arthur and A.M.F. Materials and Transport, Inc., for wood grinding services at the City of Port Arthur landfill, at the rate of $0.65/per cubic yard, for an estimated yearly amount of Fifty-eight Thousand, Five Hundred and 00/100 ($58,500.00) Dollars; and, THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
