INTEROFFICE MEMORANDUM
Office of the Police Chief
Date: February 1, 2016
To: Brian McDougal, City Manager
From: Mark Blanton, Police Chief
Larry Richard, Fire Chief
RE: Proposed Resolution# 19290
Nature of the Request:
Seek permission from City Council to make application for Fiscal Year 2016 State Homeland
Security Program-Law Enforcement Terrorism Prevention (SHSP-LETP) Funding to the
Office of the Governor(00G)-Homeland Security Grant Division(HSGD) grant system.
Staff Analysis, Considerations:
Recently, our Council of Government: The Southeast Texas Regional Planning Commission
advised the FY 2016 Homeland Security Grant Program allocation for the City of Port Arthur
was $65,081.24 ($48,810.93-SHSP and $16,270.31 LETP). In order to receive the aforesaid
allocation it is necessary that the Police Department make application through the Homeland
Security Grants Division system. The Police and Fire Department is in need of additional
radio equipment (7 Mobile Radios, 5- Bank Radio Chargers, and 373 portable radio batteries)
to increase the efficiency of our Police-Fire Dispatch Communications System. The
described funding would allow the Police and Fire Department to purchase this radio
equipment.
Recommendations:
The Police Department and Fire Department recommend that the City Council authorize the
City Manager to make application for Fiscal Year 2016 State Homeland Security Program-
Law Enforcement Terrorism Prevention (SHSP-LETP) Funding to the Office of the
Governor(00G)-Homeland Security Grant Division(HSGD) grant system for$65,081.24.
Budget Considerations:
This grant funding allocation has no cash-match funding required.
