RE: P.R. No. 19303 —Calling for a Public Hearing
Nature of the request:
Attached is P.R. No. 19303 calling for a public hearing to consider a zoning
change from "SF" Single Family to "NS" Neighborhood Services for
approximately 0.2009 acre of land consisting of Lot 5, Block 19, Beachway
Addition. The property is located at 3127 19th Street [north 19th Street between
3rd Avenue and 4th Avenue] in Port Arthur, Texas.
The purpose of this request is to allow for the operation of a Barber Shop.
Staff Analysis/Considerations:
None
Recommendation:
The public hearing shall be held on Tuesday, March 22, 2016 at 9:00 a.m.
Budget Consideration:
None

A RESOLUTION CALLING FOR A PUBLIC
HEARING TO CONSIDER A ZONING CHANGE
FROM SINGLE FAMILY TO NEIGHBORHOOD
SERVICES FOR APPROXIMATELY 0.2009 ACRE OF
LAND CONSISTING OF ALL OF LOT 5, BLOCK 19,
BEACHWAY ADDITION, CITY OF PORT ARTHUR,
JEFFERSON COUNTY,TEXAS
WHEREAS, the owner/applicant(s) — Jose & Zenoida Abarca — are requesting that the
City of Port Arthur consider this zoning change for areas delineated in Exhibit "A" from "SF"
Single Family to "NS"Neighborhood Services; and,
WHEREAS, pursuant of Chapter 211 in the Texas Local Government Code, a public
hearing must precede any zoning change, therefore,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT the facts and opinions in the preamble are true and correct.
THAT the Planning and Zoning Commission reviewed this case on December 7, 2015.
THAT a public hearing to consider whether to grant this applicant the zoning change
request on approximately 0.2009 acre of Land consisting of Lot 5, Block 19, Beachway Addition
in Port Arthur, Jefferson County, Texas, as delineated in Exhibit "A" shall be held on March 22,
2016 at 9:00 a.m. in the City Council Chambers, Fifth Floor, City Hall, 444 Fourth Street.
THAT notice of the public hearing shall be published at least fifteen days prior in the
official newspaper of the City before going to the City Council.
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.
