INVOCATION, PLEDGE & ROLL CALL Councilmember Hamilton gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special/Joint Session on Tuesday, February 9, 2016 at 3:07 p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Deloris "Bobbie" Prince; Mayor Pro Tern Kaprina Frank; Councilmembers Raymond Scott, Jr., Tiffany Hamilton, Morris Albright, III, Stephen A. Mosely, Willie "Bae" Lewis, Jr., Osman Swati and Charlotte M. Moses City Manager Brian McDougal; City Secretary Sherri Bellard and City Attorney Valecia Tizeno. The following Economic Development Corporation Directors were present: President Ingrid Holmes; Pat Holmes; Carol Womack; Directors Harold Doucet, Sr. and Richard Wycoff and Secretary Christy DeRouen. II. PRESENTATION (1) Presentation regarding the City of Port Arthur's Housing Programs (Requested by Councilmember Tiffany Hamilton) Housing Director Beverly Freeman appeared before the City Council to give the above- mention presentation. II. DISCUSSION (1) To Discuss And Possibly Take Action On The Use Of The Existing Section 4A (Type A Economic Development Corporation) Sales And Use Tax Within The City Of Port Arthur Shall Be Utilized For The Cost Of Land, Buildings, Equipment, Facilities, And Improvements For The Promotion Of Development And Expansion Of Affordable Housing, As Described By 42 U.S.C. 12745 In A Projected Area Of Downtown Port Arthur, Texas, Which Is A Category Of Projects Under Section 505.153 Of The Local Government Code (Type B Economic Development Corporation) Related To The Construction/Development Of Single Family Dwellings And The Total Annual Spending By The City Of Port Arthur Section 4A Economic Development Corporation Will Not Exceed $300,000 EDC Attorney Guy Goodson appeared before the City Council to answer inquiries regarding the above-mentioned topic. Dee Dee Pelletier, 4609 Alamosa, appeared before the City Council to discuss the above-mentioned topic. (2) To Discuss The City's Existing And Future Street Maintenance Program EDC Attorney Guy Goodson appeared before the City Council to answer inquiries regarding the above-mentioned topic. (3) To Discuss And Possibly Take Action Of The Implementation Of A Municipal Sales And Use Tax For The Purposes Of Street Maintenance And The Reduction Of The Existing Section 4A (Type A Economic Development Corporation) Sales And Use Tax (1/2 Percent) Within The City Of Port Arthur By 1/8 Percent To Be Designated For Street Maintenance. The Remaining 3/8 Percent Will Continue To Be Utilized For The Section 4A (Type A Economic Development Corporation) Sales And Use Tax EDC Attorney Guy Goodson appeared before the City Council to answer inquiries regarding the above-mentioned topic. III. ADJOURNMENT Upon the motion by Councilmember Hamilton, seconded by Mayor Pro Tern Frank and carried unanimously, the City Council adjourned their Special Meeting at 5:10 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
