INVOCATION, PLEDGE & ROLL CALL Councilmember Moses gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Tuesday, February 16, 2016 at 4:40 p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Deloris "Bobbie" Prince; Councilmembers Raymond Scott, Jr., Morris Albright, III, Stephen A. Mosely, Willie "Bae" Lewis, Jr., Osman Swati and Charlotte M. Moses City Manager Brian McDougal; City Secretary Sherri Bellard and City Attorney Valecia Tizeno. Mayor Pro Tem Kaprina Frank joined the Special Meeting during the workshop. Councilmember Tiffany Hamilton joined the Meeting during the workshop. II. WORKSHOP Street Repair And Maintenance Workshop EDC Director Richard Wycoff, 4840 Procter, appeared before the City Council to discuss the above-mentioned topic. Dee Dee Pelletier, 4609 Alamosa, appeared before the City Council to discuss the above-mentioned topic. (1) P.O. No. 6530 — An Ordinance Providing For The Conduct Of A Special Election On May 7, 2016, To Submit Propositions As To Whether The City Of Port Arthur Shall Implement A Street Maintenance Sales Tax At A Rate Of 1/8 Percent By Reducing The Existing Section 4A (Type A Economic Development Corporation) Sales And Use Tax ('/2 Percent) By 1/8 To Facilitate This Purpose And Whether The Existing Type A Sales Tax Shall Be Utilized For Various Categories Of Projects Authorized For Type B Corporations Pursuant To Chapter 505 Of The Texas Local Government Code, And Providing For The Publication Of The Election Notice UNA ORDENANZA QUE PROPORCIONA LA REALIZACION DE UNA ELECCION ESPECIAL El 7 DE MAYO, 2016, PARA SOMETER PROPUESTAS EN CUANTO SI LA CIUDAD DE PORT ARTHUR DEBERA IMPLEMENTAR UN IMPUESTO DE MANTENIMIENTO DE CALLES A UNA TARIFA DE 1/8 POR CIENTO REDUCIENDO LA SECCION ACTUAL 4A (TIPO A CORPORACION DE DESARROLLO ECONOMICO) IMPUESTOS DE VENTAS Y USO (1/2 POR CIENTO) A 1/8 PARA FACILITAR ESTE OBJECTIVO Y SI EL TIPO EXISTENTE DE IMPUESTO SOBRE VENTAS SE UTILIZARA PARA LAS DIVERSAS CATEGORIAS DE PROYECTOS AUTORIZADOS PARA TIPO B DE EMPRESAS DE ACUERDO AL CAPITULO 505 DE TEXAS CODIGO DE GOBIERNO LOCAL, Y MODO DE PUBLICACION DEL AVISO DE ELECCION The City Manager introduced the above-mentioned Proposed Ordinance. The motion was made by Councilmember Hamilton and seconded by Mayor Pro Tem Frank that Proposed Ordinance No. 6530 be adopted. The motion was made by Councilmember Swati and seconded by Councilmember Hamilton that Proposed Ordinance No. 6530 be amended to allow a separate vote for each proposition. The following roll call vote was taken on the motion to allow a separate vote for each proposition: Councilmember Albright "Yes" Mayor Pro Tern Frank "Yes" Councilmember Hamilton "Yes" Councilmember Lewis "Yes" Councilmember Mosely "No" Councilmember Moses "Yes" Councilmember Scott "No" Councilmember Swati "Yes" Mayor Prince "Yes" The motion to allow a separate vote for each proposition failed. The following roll call vote was taken on the motion to adopt Proposed Ordinance No. 6530: Councilmember Albright "Yes" Mayor Pro Tern Frank "Yes" Councilmember Hamilton "Yes" Councilmember Lewis "Yes" Councilmember Mosely "No" Councilmember Moses "Yes" Councilmember Scott "No" Councilmember Swati "Yes" Mayor Prince "Yes" Proposed Ordinance No. 6530 was adopted becoming Ordinance No. 16-16. ADJOURNMENT Upon the motion by Mayor Pro Tern Frank, seconded by Councilmember Hamilton and carried unanimously, the City Council adjourned their Special Meeting at 5:54 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
