BACKGROUND:
The Historical Landmark Commission is being asked to consider granting a Certificate of
Appropriateness for the following new addition to the structure located at 2625 Lakeshore
Drive:
Deck and roof construction, approximately 20 x 20 on the rear of home
between kitchen and living room covering an unusable concrete slab. The
general appearance of the deck and roof will be similar to the three homes
located on the weststide of the property, including White Haven.
Materials will consist primarily of treated pine. The pillar structures will be
treated pine 8'x 8' with a sheath of fiberglass The roof will torch down and
replace the old roof and extend over the deck below."
Currently there is no general design guidelines established for the historic district(s) in the City
of Port Arthur. However, The Secretary of the Interior has developed ten (10) basic standards
that ':..pertain to historic buildings of all materials, construction types, sizes, and occupancy and
encompass ...related new construction. The standards are to be applied to specific rehabilitation
projects in a reasonable manner, taking into consideration economic and technical feasibility"
(see attached Exhibit "A").
On Saturday, February 15, 2016, sixteen (16) notices were mailed to adjacent property owners
within a 200 ft. radius. The case was published in the Port Arthur News on Sunday, February
14, 2016; more than ten (10) days prior to this public hearing.

The planning staff recommends that the Certificate ofAppropriateness be granted to the
applicant.

Work will consist of deck and roof construction, approximately 20 by 20 on the rear of the house
between the kitchen and living room covering an unusable concrete structure. The general appearance
of the deck and roof will be similar to the three houses to the west including the old White Haven.
Materials will consist primarily of treated pine. The pillar structures will be treated pine 8 by 8 with a
sheath of fiberglass. The roof will be torch down that replaces the existing old roof and extending it
over the deck below.

The Secretary of the Interior's Standards for
Rehabilitation
The Standards (Department of Interior regulations, 36 CFR 67) pertain to
historic buildings of all materials, construction types, sizes, and occupancy
and encompass the exterior and the interior, related landscape features
and the building's site and environment as well as attached, adjacent, or
related new construction. The Standards are to be applied to specific
rehabilitation projects in a reasonable manner, taking into consideration
economic and technical feasibility.
1. A property shall be used for its historic purpose or be placed in a
new use that requires minimal change to the defining characteristics
of the building and its site and environment.
"W 2. The historic character of a property shall be retained and
preserved. The removal of historic materials or alteration of features and spaces that characterize
a property shall be avoided.
3. Each property shall be recognized as a physical record of its time, place, and use. Changes
that create a false sense of historical development, such as adding conjectural features or
architectural elements from other buildings, shall not be undertaken.
4. Most properties change over time; those changes that have acquired historic significance in
their own right shall be retained and preserved.
5. Distinctive features, finishes, and construction techniques or examples of craftsmanship that
characterize a property shall be preserved.
s. Deteriorated historic features shall be repaired rather than replaced. Where the severity of
deterioration requires replacement of a distinctive feature, the new feature shall match the old in
design, color, texture, and other visual qualities and, where possible, materials. Replacement of
missing features shall be substantiated by documentary, physical, or pictorial evidence.
7. Chemical or physical treatments, such as sandblasting, that cause damage to historic materials
shall not be used. The surface cleaning of structures, if appropriate, shall be undertaken using
the gentlest means possible.
8. Significant archeological resources affected by a project shall be protected and preserved. If
such resources must be disturbed, mitigation measures shall be undertaken.
9. New additions, exterior alterations, or related new construction shall not destroy historic
materials that characterize the property. The new work shall be differentiated from the old and
shall be compatible with the massing, size, scale, and architectural features to protect the historic
integrity of the property and its environment.
10. New additions and adjacent or related new construction shall be undertaken In such a manner
that if removed in the future, the essential form and integrity of the historic property and Its
environment would be unimpaired.

CALL TO ORDER
The Historical Landmark Commission met in Regular Session on Thursday, December 17, 201 5 at 2:00
p.m. in the City Council Chamber, City Hall, 444 4`h Street, Port Arthur, Texas 77640.
ROLL CALL
The following members were present: Chairman: Dr. Mark Porterie; Commissioners: Charleen
Commings, Dwight Wagner, Dr. Sam Monroe, Carl Parker, Esq., Bart Bragg, Peter Kaatrude, and Leslie
McMahen.
Staffpresent.• Ronald Burton, Director of Development Services; Paul Brown, Senior Planner; and Pamela
Langford, Administrative Aide.
III. H 15-04 - REQUEST FOR CERTIFICATE OF APPROPRIATENESS - LAMAR STATE COLLEGE - PORT
ARTHUR STUDENT HOUSING (DORMS), 1550 LAKESHORE DRIVE, PORT ARTHUR, JEFFERSON
COUNTY, TEXAS (PROPERTY LOCATED SOUTH OF LAKESHORE DRIVE BETWEEN P.A.I.S.D.
PROPERTY[A.K.A. WOODROW WILSON SCHOOL AND THE LSC -PA MUSIC HALL).
Dr. Porterie introduced the request; R. Burton gave an overview.
The Commission opened the meeting to hear from anyone present in the audience who
wished to speak for or against proposed recommendation:

ATTACHMENT "A"
Additional Comment/Concerns (from HLC):
• Too edgy as designed and presented — seems that several architectural styles have
been thrown together;
• Design does not fit -in well with other campus buildings and Woodrow Wilson School,
much less with other buildings and houses on Lakeshore Drive;
• No objection to orientation of structure in it provides most units with a view toward
the canal/Pleasure Island;
• First floor of building is generally O.K. in that it is masonry (brick) and has wide
columns in keeping with some early Port Arthur architecture;
• Upper floors definitely do not have a "Lakeshore look" — consider driving along
Lakeshore Drive and see some of the older style architecture and materials used for
comparison;
• Bump -outs are generally O.K. with other treatments;
Additional Comment/Concerns (from concerned citizen):
The dorm rendering and site plan presented in the application for dorms suggest the need for
additional consideration by the applicant of the design, materials, and placement of the structure on
the lot.
I am glad that this proposal does not include demolition of any historic structures. Port Arthur has
lost too many of its historic buildings.
The site location is in the setting of the historic Woodrow Wilson School, Gates Library, and
Methodist Church. There are Secretary of Interior guidelines for cultural landscapes and designed
historic landscapes. "Landscapes" in this context mean the entire setting and surrounding area, the
viewshed, how a new building is placed in relation to the orientation of existing buildings, and the
selection of form, materials, massing, and other design elements in relation to the historic setting.
A new building in an historic landscape does not need to falsely mimic the old
buildings. Contemporary design, even under the Secretary standards, is encouraged. However, the
proposed design does not reflect much, if any, consideration of the setting. The multi -gable roofs
are not an existing architectural feature of the setting, and also create a fussy massing. The
materials of construction are not specified, so I am interpreting from the rendering. Masonry is the
dominant existing exterior cladding of surrounding buildings. Except for a limited portion of
masonry at the bottom of the dorms, what are the upper materials? Also, the orientation of the
non -masonry cladding on the upper levels has a strong vertical orientation on the gabled portions,
and a horizontal oriental on the rest of the cladding that should be re-evaluated in the context of
surrounding buildings. Roof materials and color also need evaluation in relation to the setting, and
be as unobtrusive as possible.
Finally, the site plan appears to place the structure in a "v" orientation on the lot with the apex to
the north. I am not aware of any similar placement of surrounding buildings in the historic
context. Nor is the setback from Lakeshore specified, and needs to be evaluated especially in
relation to Woodrow Wilson.
